November 5th Meeting Notes
1. Report from October City Manager's meeting
2. Alex Jaegerman, Planning Division Director, outlined the creation of the "Bayside Vision" document, a collaboration between the city and the Bayside neighborhood which is the foundation for the recent developments in Bayside. He talked about the funding, timetable, and obstacles to the process. He offered advice on how the SJVNA could begin planning its own "vision" by assessing our neighborhood's assets and character, figuring out what the neighborhood needs are, and to create a strategic plan with the goal of bringing people into the neighborhood/sharing it
3. An update on the CDBG application process:
November 24, 2008 Mandatory Applicants Meeting at 1:30pm in the State of Maine room
in City Hall.
December 18, 2008 at 3:00pm Applications are DUE.

- Requirements:1. You MUST attend the Applicants Meeting on November 24. It is important that you are on time or your attendance will not be recorded.2. You MUST register with the Purchasing Department as an applicant for the CDBG funds in order to receive an application.3. You MUST submit your final applications prior to 3:00pm on December 18. These will be submitted in room 103.More information is available:

4. Discussion of the proposed Expo Winter Forum. This is the forum to sign people up for Property tax and Rent Refund Program and the Low Income Home Energy Assistance Program. December 14th has been reserved at the Portland Expo. Councilor Dave Marshall is coordinating with Rep. Jon Hinck to get state and city reps there.

- Jon Hinck, our State Representative, will outline Two major state programs that many people do not know about. They are: 1) Low Income Home Energy Assistance Program (LIHEAP) and 2) the Property Tax and Rent Rebate programs. He will be asking us if we would participate in a drive to sign neighbors up for these programs.

St John Valley Neighborhood Association Election Results
On June 18th the St. John Valley Neighborhood Association elected their 2008 officers.
Election Results are as follows:
President: Moses Sabina
Vice President: Chaning McDaniels
Treasurer: Gordon Andrews
Secretary: Carrie Losneck
Communications Director: Amy Casey
Also during our June 18th meeting we created an Ownership Compliance Committee. The purpose of the OCC is to work to beautify the neighborhood. Our first effort will be to create a list of properties that have trash and heavy items like mattresses and couches outside. Please send this info to the Chair of the OCC, Tim McNamara; tionamara1@hotmail

St John Valley Neighborhood Association Elections
June 18, 2008 6:30pm
The St John Valley Neighborhood Association will be holding elections on June 18th at 6:30 pm at the Frannie Peabody Center at 106 Gilman Street (map). The entrance is between Valley and Gilman and facing Hadlock Field.
Position to be filled: President, Vice President, Secretary, Treasurer and Communications Director. Nominations for these positions and secret ballot voting will be conducted during this meeting.
Board Duties, as defined by the association by-laws, are as follows:
1. President shall preside at all meetings of the general membership. The President shall be the spokesperson of the Association consistent with the objectives and prior resolutions of the Association. The President shall be charged with setting the meeting agenda prior to the scheduled meeting. The President shall be the liaison to the City of Portland. The President shall chair the Board. The President shall work to create and implement the neighborhood plan.
2. Vice President shall fulfill the duties of the President in the President's absence and shall serve as the parliamentarian of the Association. The Vice President shall work with the President to create and implement the neighborhood plan.
3. Secretary shall be responsible for keeping an accurate written record of all business discussed at meetings of the general membership and for all outside correspondence of the Association. The Secretary shall also have charge of all non-financial books and records of the Association, including the active membership list and maintenance of the by-laws.
4. Treasurer shall be responsible for the finances of the Association, shall keep an accurate record of receipts and expenditures and shall sign for all checks drawn on banking accounts of the Association. The Treasurer is authorized to disperse up to one-hundred ($100) dollars of Association funds. Expenditures greater than one-hundred ($100) dollars requires authorization from the Board.
5. Communications Director shall be responsible for public notification of meetings of the Association, the management of all web pages, and for community outreach.

The new Mission Statement for the St. John Valley Neighborhood Association was approved by the general membership at a meeting on June 4th, 2008.
The mission of this group will be:

Our mission is to create a safe, welcoming, prosperous and respectful community. We strive to beautify streetscapes, promote local business development and reclaim our streets through calming traffic and improving our pedestrian environment.

St. John Valley Neighborhood, Creating a Vision #3
Thank you to everyone who participated in our meetings over the past few weeks. Our third meeting (and final meeting in this form) will be held on Wednesday, April 23, 2008. Much has been accomplished with your input and we hope this work will provide a solid springboard for changes in the community.
The meeting on April 23rd will include a presentation by Muskie students on recommendations for the city based on input from the past meetings. It will also be an opportunity to discuss next steps, and how to organize as a community.
We've had great turn-outs for our past meetings, and we hope that attendance and involvement will continue to grow. If you've come before, bring a friend! If you haven't made it to a meeting in the past, we hope you'll take the time to stop by and see what's happening!

Public Meeting #2
Community members are invited to join their neighbors and City Councilor David Marshall in a forum focused on the St. John Valley Neighborhood. The meeting on Wednesday, April 2, 2008 will include a report from our first public meeting and a discussion of possibilities for specific neighborhood improvements.
This is the second in a series of three public meetings to collect ideas and recommendations from participants to determine what the community would like to see in the future of the St. John Valley Neighborhood.
The area of focus includes the St. John/Valley St. corridor, from Veteran’s Bridge to Park Avenue, as well as the neighborhood between the Maine Medical Center campus and the Ballpark, as far east as Weymouth Street.

Kickoff Neighborhood Meeting a Success!
Thank you to all who participated in our initial public meeting focused on the St. John Valley Neighborhood. We had thirty participants, including residents, property owners, business owners, social service providers, and more! The meeting began with a report on the neighborhood, which highlighted the area's unique makeup in terms of uses, demographics, and culture. Participants were then invited to discuss assets, weaknesses, opportunities, and top priorities for the community. We look forward to our next meeting on April 2, 2008 where the results of these discussions will be presented to the public.
